Bernardo Bortolotti is an associate professor of economics at the
University of Turin and executive director of Fondazione Eni Enrico Mat-
tei. He received his Ph.D. in economics from the Université Catholique
de Louvain. His research interests are in privatization, regulation, and
corporate governance. Bortolotti has served as a con sul tant for the World
Bank and as secretary of the Italian Global Advisory Committee on
Privatization. He is the found er and scientifi c coordinator of Privatization
Barometer ( www .privatizationbarometer .net) .
Antonio Estache is a professor at the Eu ro pe an Centre for Advanced Re-
search in Economics and Statistics (ECARES) of the Universite Libre de
Bruxelles. Prior to his position at ECARES, Dr. Estache worked for 25
years at the World Bank, where he advised governments on various types
of public sector reforms, including tax reform, infrastructure privatiza-
tion, and regulation. In addition, he has taught regulation at universities
in Africa, Asia, Eu rope, Latin America, and North America.
Nandini Gupta is an assistant professor of fi nance at Indiana University’s
Kelley School of Business. She obtained her doctorate from the University
of Pittsburgh. Prior to Indiana University, she was at the William David-
son Institute at the University of Michigan. Her research focuses on re-
forms that facilitate the development of fi nancial markets, with a
par tic u lar emphasis on privatization. She has looked at the design of
these reforms, the po liti cal economy of the decision to adopt them, and
their impact on fi rms and industries. Gupta serves as a con sul tant to the
World Bank, and her work has been published in leading economics and
fi nance journals.
