A C K N O W L E D G M E N T S This book is based on the work of the Privatization Task Force of the Ini- tiative for Policy Dialogue (IPD). IPD is a global network of over 200 economists, researchers, and practitioners committed to furthering un- derstanding of the development pro cess.
